Well the first problem po is, Is there work in their home province? Unlike Manila which has a universal economy the jobs in the provinces are limited. For example, me I am in technology but there no work for me back home so after college im just doing side jobs and even worked at the mall lol

Many FIlipinos migrated to U.S like me when we were younger because there was no opportunity even in Manila. plus itang currency exchange rate was better and malyari kaming magpadala pera. I dont know about now, but one thing to consider is probably the minimum wage and benefits. Filipinos will continue to migrate different country because exchange rate is high.

I think is a great idea but the reality is the provinces are not equipped financially to create livelihood programs unless they are highly urbanized cities like Angeles, Davao, Baguiao Cagayan De orro, Cebu , Osamis, Laguna, cavite etc. We already used most of our budge this year for SAP and relief funds, where else do we get money for this program?

those are all very good point , yes we need capital and infrastructure. this is one of the biggest challenges in ph, we spent so much time developing Manila but not enough in the provinces.

In Manila it is so congested, lot of illegal living structures but you cannot really blame them. Some of them are already 3rd generation Slums, so how can you educate someone like that to move back to province that they never been to? There has to be a well coordinated Provincial business, LGU and Free Livelihood, training programs. Needs capital, insfrastrucutre, training livelihood programs, if not the viscious cycle of poverty will never end.
