Well a United States of Philippines would be more feasible, a United nations won't work because not every region see themselves as a nation. I can see this for Kapampangans though because historically base on what I read they were already a nation before the spanish came.

Local leadership would be more important in my opinion especially in a Federalist government system like U.S. Here in the U.S each state, city have their own power. For example the Mayor of Chicago can say F U to trump and the city of chicago can do that but the national goverment can decide to cut ...
